Planner Trainee - Transportation Unit
Job Description and Requirements:

    Under direction, serves as a staff level resource for support in administering all aspects of the County’s transportation planning program to include conducting transportation studies and analyses and the preparation and presentation of transportation plans and reports.


    1. Conduct presentations to various committees and coordinates with local, regional, State agencies
    2. Assist in all Grant management responsibilities including researching grant sources, preparing and reviewing grant applications and administering project grants.
    3. Participate in public outreach activities including representing the Division of Planning and the in meetings with other agencies and community groups.
    4. Plan and implement special events.
    5. Act as staff advisory and facilitator for the Monmouth County Transportation Council.
    6. Assist in the development of transportation planning documents and maps.
    7. Provide assistance to municipalities with local transportation planning issues.
    8. Support other sections of the Division of Planning and other County offices as required.
    9. Conduct investigations, public surveys, field surveys, and studies.
    10. Write reports and make presentations for transportation planning projects.
    11. Monitor and analyze legislation for impact on transportation programs, activities, and funds.
    12. Utilize transportation models and other transportation analysis tools to forecast future traffic volumes, levels of service and patronage of alternative transportation modes.
    13. Prepare and write various reports for the Monmouth County Planning Board.
    14. Monitor and participate in transportation planning activities of transit and specialized transportation services.
    15. Serve as a liaison and technical expert to local, regional, State and Federal agencies, community groups, and elected officials on regional transportation planning issues, projects and programs.
    16. Gather, analyze and evaluate data related to regional transportation planning issues, legislation, and policies.
    17. Develop policy recommendations and resolutions for the Monmouth County Transportation Council, Monmouth County Planning Board, and Board of Chosen Freeholders.


    • Graduation from an accredited college with a Bachelor’s degree including or supplemented by twenty-one semester hour credits in professional planning subjects such as the principles of land use planning, history of city planning, planning project design, planning law and administration, transportation planning, and geographic information systems.

    A valid New Jersey Professional Planner’s license issues by the New Jersey State Board of Professional Planners, or possession of a current and valid credential as a Certified Planner issues by the American Institute of Certified Planners (AICP) may be substituted for the educational requirement.

    • Experience with ESRI or similar mapping systems (Desktop, Pro, or Online)
    • Experience with Adobe Creative Suite or similar graphic programs (Photoshop,Illustrator)
    • Experience with Microsoft Office or similar office suite (Word, Excel, PowerPoint)


    • Valid NJ Driver’s License


    • An effective communicator with strong writing skills, and able to write for a variety of audiences including planners, the general public, and official correspondence
    • Ability in public speaking and the development of presentation materials
    • Knowledge of current trends of thought and significant developments in present day transportation planning activities including technical advances and innovative approaches to problem solving
    • Knowledge of the varied transportation problems occurring with the growth occurring with the growth of vehicle miles traveled, increased freight related activity, the social and economic considerations attendant with a modal choice, the barriers to adoption for electric vehicles, and other contemporary conditions affecting the transportation status of the state.
    • Knowledge of transportation demand modeling, SQL, or other data analysis methods
    • Knowledge of survey development and results analysis
