Job Description and Requirements:
  • PURPOSE:

    The Associate County Counsel works under the supervision of County Counsel who serves as the chief legal advisor to the Monmouth County Board of Chosen Freeholders. The Associate County Attorney is a trusted legal advisor that performs highly responsible and complex, legal work in a large government environment with shifting priorities. The employee delivers legal services to the Board of Chosen Freeholders, Constitutional Officers, Departments and other Boards and Commissions. The Associate County Attorney specializes in certain legal fields and assignments including matters of substantial importance while using creative solutions and sound judgement.

    ESSENTIAL FUNCTIONS:

    1. Meets with and advises County Counsel and the Board of Chosen Freeholders with respect to legal advice and representations at Freeholder workshops, executive and public meetings.
    2. Provides timely and comprehensive responses and recommendations regarding requests from County Counsel, the Board, individual Board members or the County Administrator.
    3. Adheres to the highest ethical standards in the discharge of all responsibilities;
    4. Monitors and supervises support legal staff.
    5. Researches, interprets and applies laws, court decisions, statutes, ordinances and other legal authorities for use in the preparation of legal opinions and briefs.
    6. Assists County Counsel and the Board of Chosen Freeholders in the development and implementation of Board policies, regulations and operating programs as needed.
    7. May represent the County in civil litigation, including preparation and trial of cases before courts and administrative agencies.
    8. Performs other related duties as assigned.

    EDUCATION AND EXPERIENCE:

    • Juris Doctorate Degree
    • Four (4) or more years of experience in the practice of law

    LICENSES OR CERTIFICATIONS:

    • Certificate of Good Standing from the New Jersey Board of Bar Examiners
    • Valid New Jersey driver’s license

    KNOWLEDGE, SKILLS AND ABILITIES:

    • Knowledge of applicable County and State statutes, codes and procedures.
    • Knowledge of methods and procedures required to provide legal services to governing body of a public entity.
    • Knowledge of managing a legal department of a city, county, or state department or federal agency, or a law firm or corporate law office involved in civil litigation a plus.
    • Ability to conduct legal research and draft legal documents.
    • Ability to conduct effective presentations.
    • Ability to resolve problems and make decisions.
    • Ability to use and communicate by means of computer network systems necessary.
    • Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position.
    • Ability to read, analyze, and interpret relevant technical journals, reports, and legal documents. Ability to respond to common inquiries or complaints from employees, regulatory agencies, or business associates. Ability to effectively present information to top management, and Board of Chosen Freeholders.
